Additional Information about the Candidate Sharon, my daughters and I closed our antique business and moved to Utah 15 years ago. We escaped the state of California; the government was taxing us to death and with their primary system, conservatives have no voice. When we arrived Sharon and I attended our first caucus meeting and were immediately enthralled. Sharon volunteered me quickly to serve as a Precinct Chair (as she often does) and the rest is History. I am currently a Professional Tradesmen, property investor, small business owner and empty nester. I live my life with passion and fill my time with worthwhile endeavors such as the Caucus Convention system. I know that I cannot rebuild this great party alone, it takes a team. If you decide to elect me to lead your team, expect that I will be reaching out to you for your assistance. Remember this: “Standing Together we are Strong, Divided we will fall”. How would you like to improve the Party? I have been Chair of our party for the past seven months. In that time, I have been able to assemble a team of talented individuals who are motivated to bring our party into the 21st century. We as a team have completely overhauled party operations, developing tools to afford the opportunity for success. From forming our 5 point foundation stones, to our seventeen point plan bringing relevance back to our county party. Past Party Participation Volunteer Positions in the Salt Lake County Republican Party 2015-2017 Leg Chair – District 24 (Salt Lake City) 2017 – current North Region Chair 1996 - 2015 Committeeman (Councilman) / Mayor - Morris Township, NJ Additional Information about the Candidate Prior to moving to Salt Lake City I served as an elected Republican for 19 years on the local town council in Morris Township, NJ. During that time I served as Mayor for 5 years. Even before moving to Utah full time I began attending Community Council meetings and Republican events. I quickly volunteered to assist the party as a Leg Chair and North Region Chair for the County GOP. In 2017 the incumbent Democrat Representative representing District 24 announced that she would not seek re-election. After consulting with various Republican leaders I ran for this open seat in 2018. While not victorious I was pleased and proud to be one of the many Republican candidates across Salt Lake County. We had a very high level of cooperation, and camaraderie, among the various campaigns. We helped each other – which is the way it should be. How would you like to improve the Party? We have several challenges ahead of us. The primary role of the Party organization is to elect Republicans at all levels. This includes identifying and training qualified candidates as well as financial support for our candidates. Part of our challenge is to unite the Republican Party behind our candidates. In Salt Lake County it will also be important to attract Unaffiliated voters to vote for our candidates. One of the key responsibilities for the Vice Chair is Caucus. I will get to work promptly to ensure that we secure appropriate locations for Caucus 2020. Extensive training will be provided to Precinct and Leg chairs well ahead of Caucus. I will learn from the 2016 Caucus (which was run by current Chair Scott Miller) in order to ensure a successful and orderly event next year. |

Past Party Participation For 15 years, from the fall of 1991 to the spring of 2006, I volunteered for the Republican Party in Montgomery County, Maryland, a suburb of Washington, D.C. I served as Precinct Chair, District Chair, and Campaign Manager, attending almost all meetings, contacting voters, distributing literature, and staffing the Republican table on Election Days and at local street festivals. Since moving back to Utah, I’ve been a Precinct Chair and co-Campaign Manager for my husband, who was the Republican candidate for House District 37 in 2018. Additional Information about the Candidate I grew up in northern Utah, and my first long-term employment was as a teacher, first at a junior high and then a high school. Later on, after marriage, I graduated from the U of U law school and worked part-time in the U.S. Senate on education issues. I’m now self-employed, managing some rental properties. I’ve also been a volunteer in church and community activities, specifically organist, teacher, officer, and Cub Scout leader for my church and officer for the PTA and clubs in my children’s schools. How would you like to improve the Party? If elected Republican Party Vice Chair, for Salt Lake County, I will work with other Republican leaders to improve the Republican Party’s image and record of success. Our Republican Party has a great history, with sound principles that can lead us to an even greater future. To ensure our future we Republicans must tell our story better – and more often. We need more voters on our side, especially independent, unaffiliated, and young voters. To tell our story, we should focus on two goals in my opinion: First, our webpage must be distinctive, making everyone who sees it curious and wanting to investigate further. To do this, for one example, our webpage should have stories of individual Republicans and why they vote Republican. Our most interesting stories may be of Presidents Lincoln, Reagan, and Trump, who weren’t born into Republican families and who weren’t Republicans as young men. They chose the Republican Party as they learned and matured, and their stories of personal growth should be told over and over. For sure, our webpage should ask and answer these questions: “Why did President Lincoln join the Republican Party?” “Why did President Reagan join the Republican Party?” and “Why did President Trump join the Republican Party?” Our webpage should also feature stories and pictures of all kinds of people, telling in their own words why they vote Republican. After all, many voters, especially young and immigrant voters, are confused about American politics and see no difference between political parties. With stories of everyday Republicans, young and old, male and female, telling why they decided to vote Republican, our Party’s principled foundation will become more apparent and its good ideas more distinctive and understandable. If we have a webpage full of personal stories and endorsements - and other informative links - every Republican in Salt Lake County can tell undecided neighbors, friends, and/or family members, “Please look at our Republican website. You will find reasons there why the Republican Party is your best choice for helping you succeed – and for helping your family and all Americans succeed.” Second, we Republicans must also build better functioning precincts. With better organization on the ground, more people will see the Republican Party as a winning team, making it more likely, for one thing, that donors contribute money to broadcast our story and message far and wide. Fortunately, Utah has a great system - our Caucus meetings - for getting Republicans together in neighborhood precincts and for expanding our party. Everyone who comes to our Caucus meetings should be asked to help in some manner, not just those elected to precinct offices. Everyone should be offered an opportunity to contribute, even in small and simple ways, such as passing out fliers, doing some manageable tasks, giving a dollar or two, all to get out our story and principled ideas. In sum, on our webpage, in our precincts, at Caucus meetings, in every possible venue, we Republicans must tell our good story. Many Americans today, especially young people, are discouraged. The good news is that the Republican Party will always be dedicated to giving every American more and more opportunities and avenues for developing his or her talents. The Democrats outnumber the Republicans in Salt Lake County in terms of voter registration. I would improve the Republican Party in Salt Lake County through public relations and community outreach to promote the Republican Party to the residents of Salt Lake County. I would work with other Republican Party officers and with local communities and the State of Utah to get more residents to register to vote. |

These are the most important elections for us to be involved in. Additional Information about the Candidate I grew up in Logan, Utah. I have an undergraduate degree in business management (with minors in communications and journalism) from the University of Northern Colorado, and a masters of business administration from the University of Utah. Professionally I'm a Planning Manager at The Church of Jesus Christ of Latter-day Saints – working with priesthood and city leaders in determining where our meetinghouses are built. Before that I did consulting with a number of different industry leading organizations, improving organization operations with six sigma process improvement, project management, and strategic planning. Personally I also serve on the Board of Directors for two organization that are very near and dear to my heart – one that focuses on preventing child abuse in Utah (a subject very personal to me, as I’m a survivor of child sexual abuse), and one that focuses on global humanitarian projects. How would you like to improve the Party? I am a passionate believer in the opportunity we have as a party to instill hope in others... to transform the "could be" of the American dream into the "what is" of each persons reality. Ronald Reagan once astutely observed that, "Status quo, you know, is Latin for 'the mess we're in.'" But "status quo" seems to be the only solution many dare to shoot for. It's time for a different approach. It's time for new ideas. It's time to take a good RISK (pun intended with my last name) today for a better future tomorrow. I hope you’ll join me in that. Past Party Participation I have served as a Precinct Chair, Legislative Chair for District 38, Region Chair for both the West and the Central Regions, Chair of the Fundraising Committee, for Salt Lake County. I worked for a time in a federal senatorial office in constituent services and I am currently elected to a position as a Board of Trustee for a Parks and Recreation Service District. A position I have served in for over 21 years. I am passionate about public service and local politics. These are the most important elections for us to be involved in. Additional Information about the Candidate Besides the fact that I have been involved in the Salt Lake County and Utah State Republican Parties for 27 years, I started out as a volunteer for the county and state party, served in leadership for the College Republicans, helped with hundreds of campaigns over the years and I am passionate about the caucus system and ensuring we have a good grassroots organization. My main focus, though, is getting good Republican elected and making sure the party has the tools and funds to help support them. I currently teach technical theater and film at Skyline High school, I am the head of the Granite Youth Symphony Preparatory Academy and love the opportunity I have to work with and train hundreds of young people, in theater, international dance, film, instrumental and choral music and advocacy. I currently run several advocacy training programs every year during the legislative session. How would you like to improve the Party? I would love to get the opportunity to put into place a comprehensive communication plan, a strong outreach program to reach and educate and recruit the undecided and independent voters. I would like to help put together an effective educational training and recruitment program for minority groups. Plus, I would like to see a strong public relations plan put into place to improve the party image and position in Salt Lake County and throughout the state of Utah. I would look at developing and implementing a strong volunteer and get out to vote campaign and focus on strengthening the caucus system. Most importantly, I believe that only through civil discourse and educated debate, being willing to hear and respect multiple sides of an issue, can we be effective, strong and ethical in serving the public and the citizens of our great state and of our key county here in Utah. |

I understand the responsibilities of the position and am capable and experienced enough to dispense those duties. I am a life-long Republican who now has the time to get more involved. Politically, I align pretty closely with Mitt Romney - I firmly believe in governing based on the Constitution and existing law. I am also in favor of getting things done, which requires civility and compromise at times. How would you like to improve the Party? I view this position as an extra hand to support the Chairman. I am keenly aware of the challenges the SLC GOP faces with a limited budget. I would work closely with the Chairman to make expenditures as efficient as possible. Took the time to meet candidates, research their backgrounds, and attend delegate events to meet the candidates and discuss with fellow delegates. I have met and befriended people from all over the state, all across the political spectrum, and at every level of Utah government. I am constantly learning about precinct management so that I will be able to craft the best strategy for mobilizing my neighborhood and running a smooth precinct caucus in 2020. How would you like to improve the Party? First and foremost, by simply showing up. We have a dearth of active attendance, which has caused parliamentary problems in certifying the vote of the membership. Second, by dedicatedly advocating for governance according to the platform, party constitution, and official bylaws. Third, by getting to know EVERYONE, so that I can learn as much as possible about people and ideas. My vote will always be well informed, insofar as there is enough time to gather the information (sometimes, there are emergency meetings). I will not be an ally to any one group of SCC members, but will seek out the best from all sides. Without compromising my principles or hiding my opinions, I am friend to everyone. |

Past Party Participation I am currently a State Delegate for my Precinct. I have helped in numerous Meet the Candidates’ campaigns. I recently helped to arrange the first meet and greet of candidates in White City for GOP Candidates. I am actively involved in attending SCC meetings without having been elected to represent Salt Lake County. I am a big supporter of the caucus system. I believe it gives the party the opportunity to better vet the candidates one on one or in a group setting. State and County Delegates play a big role when they do their job as they should in vetting the candidates. I am also the Marketing Coordinator for the Utah Shooting Sports Council. Another all-Volunteer organization fighting for Utah Citizens Gun Rights. Additional Information about the Candidate As a member of the SCC I would like to see the Committee better involved in vetting candidates. The SCC needs to be helping precincts become better informed of what their delegates are finding out. In the day of social media it's imperative that we use technology to better inform those in the precincts about what the candidates are doing so that we elect solid candidates to office. Many of our GOP elected officials are operating as Progressives and Socialists and have used their positions to further themselves and their ambitions, and as such we need to be doing a better job locating and vetting better candidates willing to follow the Local and National Platform of the party and the Constitution. I have been a delegate numerous times at both the County and State level in both Davis and Salt Lake County. I have an undergraduate degree in History from Weber State and a Masters Degree in Business Administration from the U of U. As a 23 year old I ran for and won election to the Kaysville City Council. Since then I have helped run many successful campaigns for state legislative seats. How would you like to improve the Party? I want to take my background and skill in helping get good leaders elected to the state legislature and refocus the Party's efforts toward getting R's elected. Here in Utah we have been lucky that even though there has been infighting and disagreement within the party over the nomination process for the most part it has not affected our ability to get R's elected. This past year I saw a shift that concerned me take place where seats that should be R shifted to the D side or R's won narrow victories in seats that should be solid and safe R seats. As a State Central Committee member my number 1 responsibility will be to help our party win elections! |

He currently serves as the Chief of Staff to the Utah House of Representatives. Hartley has managed and advised political campaigns at every level, from municipal to presidential, he has served as a senior advisor to Utah Governors Jon Huntsman and Gary Herbert and has worked as a government relations strategist for several Utah businesses. How would you like to improve the Party? As a long time supporter of the caucus convention system, I have attended every caucus meeting since 2000 when I became old enough to vote. I believe in the legislative body and proper checks and balances and will focus my efforts on improving turnout at caucus meetings and encouraging candidates to go through the convention cycle. He has served on the boards of several public policy and charitable community organizations. Hughes was elected in 2002 to represent District 51 in the Utah House of Representatives. During his time in the Legislature, Hughes passed legislation to implement state spending limitations and supported a flatter state tax, truth in bonding, and other tax and spending reforms. Throughout his legislative service, he has always been at the forefront of the most difficult and important issues, including addressing the water needs of our growing desert state, transportation planning and funding reforms, increasing educational opportunities for students, and supporting military veterans. Additional Information about the Candidate Recently, I was moved to action by something I heard during the funeral for Major/Mayor Brent Taylor. Major General Jefferson Burton, the Adjutant General for the Utah National Guard shared this statement: "We can wring our hands or we can roll up our sleeves, but we can't do both." He then shared examples of how Brent Taylor rolled up his sleeves. I recommitted to doing the same within my community. Because of these inspiring words and other recent experiences in our community, I decided it was time to get involved in the political arena. I have over 20 years of experience "rolling up my sleeves" in education. I have taught at both the elementary and secondary levels and have also served as the Principal of a Title I Elementary School. Currently, I serve as an education consultant and lead a team that partners with educators to change lives through the power of literacy. Legislative Chairs are being trained just before caucus, often scrambling to find people to help. I will encourage the UTGOP to develop a comprehensive plan for grassroots training and leadership development that can be implemented across all County parties. Technology We need to adopt new technology to face a changing political landscape. The UTGOP needs to invest heavily in reliable, sustainable technology and services that can expand during election season. I live with my husband and the youngest of our three children in Holladay. I am a practicing attorney. I have volunteered extensively in my children's schools, served in my city government, worked in my church and given much of my time and energy to the Republican Party of Salt Lake County and Utah. My votes on the State Central Committee (SCC) have been governed by my commitment to best representing the delegates of Salt Lake County, the grassroots of the Republican Party. I believe that the caucus-convention system is the best mechanism to empower Republican grassroots participants. I was honored to be appointed by my fellow SCC members as one of five members of the Constitutional Defense Committee (CDC). The CDC was created by the SCC to manage the SB54 lawsuit. (The SB54 lawsuit was brought by the Utah Republican Party to challenge a state law circumventing the caucus-convention system by providing a signature path to the ballot.) The SCC created the CDC with the following mandate: manage the SB54 lawsuit according to the will of the SCC without incurring further debt to the party. At the time the CDC was created, the party already owed approximately $400,000 in SB54 lawsuit costs. I am pleased to report that the CDC managed the SB54 lawsuit to its natural end without incurring any new debt. As the SCC required, all ongoing costs were paid through donations raised by the CDC. In fact, remarkably, the CDC was also able to facilitate the extinguishment of the existing $400,000 debt through donors. Eliminating that debt may very well have saved the Utah Republican Party. The state chair and others had publicly asserted that the $400,000 debt would likely force the party into bankruptcy. I have worked hard to defend and preserve the caucus-convention system, contributed to the financial health of the state party, and cooperated with fellow SCC members in successfully resolving an internal party issue. If reelected to the SCC, I pledge to continue my work to the best of my abilities. I would like to improve the party through my continued commitment to the effective and civil governance of the Utah Republican Party. The State Central Committee (SCC) is a diverse body composed of very committed and passionate Republicans elected from across our wonderful state. There are many different opinions on how our party should best be governed. But that doesn't mean we can't work together to make the right decisions for the Utah Republican Party. As a member of the SCC, elected by my county's delegates, I believe that I have a duty to respectfully work with every other member of the SCC for the ultimate benefit of the party. And it is absolutely possible to do so! For example, at the last SCC meeting held in March 2019, I submitted a proposed bylaw amendment on behalf of the Audit committee, which I chair. It was a great amendment, which would not only allow the Audit Committee to produce a more meaningful and useful annual audit, but also reduce the party's audit cost by up to $8000 per year. The proposed amendment was the only vote that passed unanimously at that meeting. Along with the Audit Committee, I had worked very hard to explain the amendment to my fellow SCC members and address their questions and concerns. As a result, the proposed amendment enjoyed the complete support of the officers, the Constitution and Bylaws Committee and the voting members of the SCC in attendance. I am grateful that even in the demanding environment of the SCC, we can all work together to improve the party and move forward successfully. We can't always expect complete agreement - and we wouldn't want that. But we can and should expect that the members of the SCC work together. And the SCC has shown that it can. If reelected, I commit to the delegates of Salt Lake County that I will continue to work with all SCC members to govern the Utah Republican Party in the effective and civil manner that the Republicans of Salt Lake County and Utah deserve. |

I hold multiple town halls in my home every election cycle for local and federal candidates. I communicate with my representatives on issues that I am concerned with. (Currently, Robert Spendlove and Kirk Cullimore.) I actively campaigned for Cullimore, Mia Love, Mike Lee, and others. I organized a fundraiser concert for Mia Love and spent countless hours supporting Mike Lee in his first election. I hosted a Salt Lake Republican Party Christmas party in my home a few years back and love associating with my fellow Republicans. Additional Information about the Candidate I am a mom of four and a small business owner. I am invested in good schools for my children and your children. I have personally experienced the burden of over regulation and taxes on small businesses. I have lived in liberal strongholds like DC and Los Angeles and feel that our conservative government makes our economy and lifestyle ideal. How would you like to improve the Party? We must have a unified party. We are divided nationally and we cannot afford to be divided in our state. It is fine to have varying opinions on elected officials. is fine to have differing opinions on policy. It is fine to debate about the caucus system and primaries. I am interested in hearing diverse views and being part of the solutions and recommendations. It is not fine, however, to allow our party to fizzle as Democrats make headway in our great state. We need to mobilize all of our resources to preserve our Republican majority. This is urgent...especially with the Presidential election next year! And we MUST take back our congressional seat and lost seats in our legislature. I would like to make it easier for party members to be involved. Most don’t know about the Central Committee! They don’t know how to help. They know about the caucus meetings but little beyond that. Finally, our party needs a makeover! Our principles are sound but our messaging is lacking. We need to articulate compelling reasons to join the party and compelling arguments for conservative principles. We need to engage more women and young people! We are losing ground because we are losing the PR game. Conservative principles work. Utahns are great at grass roots when they care. It’s time to roll up our sleeves and get to work! |

I have served in all of these positions many times for most of the past twenty years and have not missed one meeting. I served once on the State Central Committee. My most important service is campaigning door-to-door with great passion both in my districts and outside of my districts where needed to get good Republicans elected. Additional Information about the Candidate From our Founding Fathers on, many have fought for our EXCEPTIONAL Nation. I'm motivated by these words from the preamble to our Constitution "... Blessings of Liberty to ourselves and our Posterity ..." to be politically active for us to continue to keep our United States of America so we can pass it on to my future children and our future generations because all of those heroes didn't intend for it to stop with us and certainly not to be voted away. This is particularly important in these dangerous times of so many voting for "fundamental change" thus reversing "The Five Thousand Year Leap" (book by Cleon Skousen). How would you like to improve the Party? From campaigning door-to-door and talking to tens of thousands of voters, I'm motivated to do my part to solve this most common complaint: "We don't have good choices and have to vote for the lessor of evils." There is a lot of trickery that betrays the Republican voters to give the Democrat voters not only their Democrat candidate, but often a back up, essentially Democrat, candidate or one who compromises on our Republican Party Platform which I completely and strongly support. Republican voters deserve to have true Republican candidates on the ballot. |
